Yes, because that would keep up less confusion and wars. Also, other countries may need the items and may not have anywhere else to get them, besides the next countries.
I believe no, the united states was a nation that made a strike on all products. Other nations do not want to share their profits and trade items with us so we should not supply them with ours. Working as a group promotes the same ideas and every nation has a different set of morals and values which is why we have so many countries.
