Answer: B is correct.

Explanation: Hobbes argued in favour of strong executive power (in his concept there is no division of powers, i.e. he speaks of "absolute power" or, in other words, sovereign´s power cannot be divided). For him king (executive power/president) prevents from discords, conflicts, divisions. Foreign immigration signifies a foreign element in society (for Hobbes) and can constitute threat for unity and coherence of the society...the king should be aware of that.
