Whenever you see that there’s an exponent whatever the number is how many zeros will be after the 1 in 10 so the 10 for your example in 10^3= 1,000 so you added basically two more zeros but think of it as since there a 3 in 10^3 there’s 3 zeros after the 1 in 10
