Lincoln is implying that the reasons for fighting the civil war is a test to see if a truly democratic republic nation is feasible in this world, and that if we are to be a truly free nation we must abolish slavery

The quote "a new nation, conceived in Liberty, and dedicated to the proposition that all men are created equal. Now we are engaged in a great civil war, testing whether that nation, or any nation so conceived and so dedicated, can long endure" was given by Former President Abraham Lincoln at the National Cemetery during the American Civil war.

In the quote, Lincoln means if the war is brought to halt, then, the nation will thrive under the notion that men are created equal

He also asserted that there will be new freedom for all once the war ends and that slavery will be abolished as well.
