Austria could be more hostile and punishing.
Germany offered a "blank check" of support. This meant they would help Austria in any way they needed--money, negotiations, troops, weapons, etc. This help meant Austria had more flexibility in how they responded to the assassination. With added resources they could more confidently declare war on Serbia for the assassination.
