"What percent" is our unknown x, "of" means we will multiply, "is" means equals.  We set up the equation accordingly:  x(12.5) = 39.  12.5x = 39.  Divide both sides by 12.5 to get x = 3.12.  To get to the percent form we multiply by 100 to get 312%.
