Hello, well i need help with this sentence ><‘

Topic is: Community colleges

“Second, community colleges have special importance for minorities. Currently, half of all African-American and Hispanic undergraduates in the United States attend community colleges.” (Adapted from Macionis, Sociology, 12th ed., pp. 530-531)

I don’t quite understand the sentence where its says “special importance for minorities” can someone explain this to me, please :(

that means a special importance for the smaller number of people such as African-American and Hispanics
minority means:being or relating to the smaller in number of two parts a group of people who differ racially or politically from a larger group of which it is a part(nonage) any age prior to the legal age
