The way supreme court frustrate Roosevelt's new deal legislation was: by declaring parts of it unconstitutional
At that time, Roosevelt proposed NIRA as part of his new deal programs. NIRA was created so the government can have full and total control in determining the price and salaries that can be mad by the private sectors, similar to what exist in communist countries. The supreme court ruled this part of new deal as unconstitutional.
