Equipment. Before training began, Lieutenant Colonel Roosevelt used his political influence as Assistant Secretary of the Navy to ensure that his volunteer regiment would be properly equipped to serve as any regular Army unit.

In 1886-7 Roosevelt ran for mayor of New York City. He also served as the United States Civil Service Commissioner. Roosevelt was appointed to be Secretary of the Navy and it was in this position that Roosevelt demanded Spain compensate for the loss of the USS Maine. Roosevelt resigned the Navy to lead the 1st US Volunteer Cavalry Regiment, the Rough Riders.
