This limitation describes a cognitive kind of barrier.  Cognitive limitations are limitations  in the human cognitive capacity. They are related to the mental processes of perception, memory, judgment, and reasoning. 
People over 65 are less likely to use technology because of the reduction in fluid intelligence that occurs as we age, which is a cognitive limitation.
