He knew that Grant was capable of doing anything it takes to win the war and did not fret from doing things that might even be considered unethical or bad. Grant was capable of that and it proved to be true since they did win the war and Grant proved to be successful.

Further explanation
General Ulysses S. Grant was only a colonel at the beginning of the civil war. He had a military career behind him but he had to resign from the army because of alcoholism, 7 years before the start of the great conflict between the north and south. However, he was a leader in famous victorious battles. First to Fort Henry and Fort Donelson, then to Vicksburg and finally to Chattanooga. It happened after the last battle that President Abraham Lincoln promoted him lieutenant general and wanted him to become commander of the Union Army because he had demonstrated an impressive determination to pursue the southern armies after the victory. Unlike Major General George G. Meade who did not do it after Gettysburg.
President Lincoln understood that the terrible American civil war could not end before the destruction of the southern army, both sides were irreconcilable and the fighting was more violent. It explained his big disappointment against George G. Meade who won a decisive victory at the Battle of Gettysburg but who had not been daring enough to continue his effort and annihilate the enemy definitively.
