He should have at least 3 hot dog packs and 2 hot dog roll packs.
Because you know how many he should end up with of each its actually quite simple.
basically it simplifies down to 12x=24 and 8x=24
which means he should buy 2 packs of hot dog rolls and 3 packs of hot dogs
