Harriet's mistress was probably angry at Harriet, or knows information Harriet has been trying to hide from her, and bequeathing Harriet was her idea of getting revenge on her. It could also be fairly simple, like her niece really wanted someone to have a tea party with her ALL THE TIME and nobody would anymore because they're sick of her games.
