Throughout this period, Russia was ruled by a series of autocratic tsars, and the political structure remained centralized and authoritarian. The rulers maintained strong control over the government and resisted significant political reforms. This continuity is evident in the reigns of monarchs like Nicholas I, Alexander II, and Nicholas II during the 19th and early 20th centuries. It wasn't until the Russian Revolution of 1917 that a shift towards a more democratic form of government occurred.
