The last sentence gives you the answer. "For these reasons, I rejected the recommendation that I should end the war by immediately withdrawing all of our forces." He's stating here that he does NOT want to withdraw, so the answer is B. Nixon felt that America's reputation could be stained by "giving up" in the Vietnam War. Also, he believed in the Domino Theory, that if Vietnam fell to communism, then other countries surrounding would fall as well. So, he adopted a policy of "Vietnamization," which called for a steady (not immediate) withdrawal of American troops while training the South Vietnamese army and giving them resources.
