I assume you're talking about WWI or WWII. They're both pretty much the same in terms of war effort, so I'll explain. Certain people were not supportive of the war. There will always be people that don't support wars even if they had to happen. There were also people who were scared of invasion. There were men afraid of being drafted as well.
