You have to count add 83 minuets to 9:20
first, take the 9
9+1=(you can answer this) (i will call it h for hour)
20+23=(again you can answer) ( will call this m for minute)
so your answer will be h:m a.m. (switch the letter with your answer I didn't want to give it away
