For the first one I guess you'd divide 3/10 to get:0.03=3% And for the second one I think you'd have to multiply 3% by 116 to get your answer as 3.48 million children from ages 15 and under  Hope this helps:)
For the first question. 3 out of 10 is pretty much a fraction to 3/10. 10 is the denominator,0.03 should be the decimal. For the second one, we need to do 0.00000003, for a fraction..3/116,000,000
