Following PEMDAS, first you multiply:
[tex]( \frac{-7}{3} )x-3=-52\\ \frac{-7x}{3}-3=-52[/tex]
Next, you could either multiply all by -3/7 or add 3 to both sides. I will show my work both ways;

Way 1:
[tex]\frac{-7x}{3}-3=-52\\\frac{-7x}{3}=-49[/tex]
Now multiply both sides by -3/7:
[tex]\frac{-7x}{3}=-49\\ \frac{-3}{7}*\frac{-7x}{3}=-49*\frac{-3}{7}\\ x=\frac{147}{7}=21[/tex]

Way 2:
[tex]\frac{-7x}{3}-3=-52\\ \frac{-3}{7}*(\frac{-7x}{3}-3)=(-52)*\frac{-3}{7}\\[/tex]
Now subtract 9/7 from both sides:
[tex]x+\frac{9}{7}=\frac{156}{7}\\ x=\frac{147}{7}=21[/tex]

Both ways work, just depends on which way's more convenient or easiest :)
Your answer is A, 21.
