y = 2x - 9.....slope here is 2. A perpendicular line will have a negative reciprocal slope. All that means is flip the slope and change the sign. So our perpendicular line will have a slope of -1/2.

y - y1 = m(x - x1)
slope)m) = -1/2
(8,-1)....x1 = 8 and y1 = -1
now we sub...pay attention to ur signs
y - (-1) = -1/2(x - 8)...not done yet
y + 1 = -1/2(x - 8) <== ur perpendicular line
