The system of Spartan government was aristocratic, led by the Gerusia that was a council of elders, constituted by 28 men of more than 60 years. They prepared the laws to be approved by the assembly, had the power to veto any decision taken by the assembly and were able to judge cases of homicide, declare war and authorize the kings to mobilize the army.
On the other hand, the system of Athenian government was democratic, during the Antiquity only the Greeks were governed by that type of government. Only citizens could participate in the decisions. The foreigners, the women, and slaves didn't have political rights.
Spartans were having an Aristocratic government while Athenians were having Democratic form of Government.
