The answer is C. For A you are saying both of them are positive and the 9 isn't so it can't be it. B is saying that the 13 is going to be negative which it is not. C is saying that the 9 will be negative and the 13 will be positive. D is saying both of them are positive which is not true either. Remember the lines means that you do the opposite of it. :)
