True... Bush actually negotiated and signed NAFTA December 17, 1992. before he left office. Clinton sheparded it through congress and signed it into law. It was an early priority and Clinton success. A highly unusual one as most Democrats did not support it and Clinton lobbied for it's passage relying on Republican support and a minority of Democrats in the house.
Only it was the Reagan Administration who had begun negotiations on NAFTA in 1986.
