The country was running low on food, supplies, and ammunition.
Why was the Russian army near collapse by 1916?
The Russian army was on the verge of collapse as the war hit both military morale and the Russian home front. Compared to other war forces, Russia's economy and war capacity were very inferior. Supply problems constantly plagued the Russian army, resulting in high casualties and low morale. The atrocity of the Eastern Front, comparable to the Western Front, caused enormous damage to Russian troops and killed millions of Russian soldiers. Russian troops had some success in 1916, but morale remained low both on the front and after the home front. Above all, the situation after the home front was getting worse. The constant food shortage, the brutality of Emperor Nicholas II's administration, and the lack of trust in the Russian military leadership made the Russian people nervous.
The end of Russia's World War I came in 1917, after several revolutions rocked the country and the emperor was expelled from power. The Bolsheviks, who finally came to power in late 1917, would pull Russia out of the war.
