The negative in [tex]-\frac{3}{2}[/tex] can go to either 3 or 2, so [tex]\frac{3}{-2}[/tex] works.
[tex]-(\frac{3}{-2}) =-(-\frac{3}{2})=\frac{3}{2}[/tex] (The negatives cancel out.)
[tex]-(\frac{-3}{2}) =-(-\frac{3}{2})=\frac{3}{2}[/tex] (The negatives cancel out.)
[tex]\frac{-3}{-2}=\frac{3}{2}[/tex] (The negatives cancel out.)
When you multiply or divide two negatives they cancel out making it positive.
