The United States government can prohibit an assembly for any reasons except for what may be said at the assembly. They can't prohibit it for that reason because we have freedom of speech in the United States. The correct answer is C.

Assembly refers to the process in which people from various backgrounds come together to discuss a similar goal.
This process usually protected under free speech, but some some assemblies were conducted to plot some sort of crime to hurt others (such As Ku Klux Klan)
Because of this, sometimes prohibiting an assembly is necessary.
