The overall reaction rate are depends mainly on four main factor according to collision theory ;
(1) Temperature
(2) Prsence of catalyst
(3) Reactant Concentration
(4) Surface Area
Here , Overall reaction rate increasing upon increasing surface area and vice - versa . Since , surface area is directly proportional to volume and here volume is decreased from 5 lit - 2Lit . hence , overall reaction rate is also decreased .

Rate of any reaction tells about the rate of change of concentration with respect to the time.
In the question it is given that aqueous reaction is carried out in a 5 liter flask and for the given reaction we assumed that the rate is depends on the stirring factor. So, if we transfer the entire reaction to a 2 liter flask then the stirring will not done properly due to small surface area.
Hence, the rate of the reaction decreases.
