In this example, it appears that Donna is a supervisor, and therefore, has authority to decide what Sally might do in order to fulfill the requirements of the company. The probationary period at work is meant to allow an employee get used to a working environment. It is also meant to allow supervisors to become familiar with the employee's performance. This is usually followed by an evaluation, which in this case, Sally has not received.
At this point, the best thing that Donna could do to allow Sally to continue to perform her work would be giving her the evaluation herself. Donna might decide to wait a short period of time before she goes ahead with this evaluation. This might improve Sally's status in the company because it would allow her to better fulfill the expectations of her role, as well as follow the path that was expected of her all along.
