Constantine divided the empire into two, the western and the eastern roman Empire with two different capitols and cities that hold the entire power of the Empire, Rome and Constantinople, the Turkish city known now as Istambul, the only thing that he didn´t do was reinstating the Roman Republic because he was a Emperor and wanted to keep all control and power over the empire for himself.
