I'm not sure what the picture is, but the answer would most likely be the herbivore eating the grass. The reason this is true is because primary consumers are the consumers that gain their energy by eating plants like grass and wild flowers. Examples of Primary consumers are deer, elk, cows, and monkeys. It's obvious which animals are herbivores by looking at the shape of their teeth. They are flat since they are not tearing any sort of flesh.
