Tone is the author's attitude toward the passage or piece of literature.  As you read the passage, what is it that you feel the author is trying to portray?  Use text evidence to help you figure out the answer.  In this case, it states, "in slanting waves of optic horror".  That sentence alone shows you that the answers cannot be silly or happy.  So, then read it again.  There are no signs of regret, and by stating, "but, on the other hand," leads the reader to believe there is some confusion happening in the moment.
