The Roman Empire produced more coins because they needed a surplus of coins to be able to pay all the people that the state itself needed to pay (it was mostly soldiers who were professionals and required a payment in the form of coin). But it also needed to produce more coin because the empire itself was drastically expanding and the needs for trading were ever-increasing in this case.
