In India, the Rajya Sabha is the upper House of Parliament. They are elected by the state/territory lawmakers or appointed by the President with the ability and power to recommend amendments.
The Rajya Sabha cannot pass a No-Confidence Motion because it can only be passed in the Lok Sabha (lower House of Parliament).
