Speed limits are put into place to protect drivers on dangerous roads, regulate traffic control, and/or protect special zones (schools, large child populations, public parks, etc.) If the law did not exist, people could get seriously injured or killed which could impact local government officials who need constituent support.

Scenario Two where the woman gave the car title to her friend is a matter of civil law. Even though the woman has made no payments on the car, whomever has ownership of the title is the legal owner of the car. The source of this law is a statute and a regulation combination. The purpose of this law is to protect people's rights of ownership when it comes to property and possessions. If the law did not exist there would be confusion and disputes such as in situations like these where something is not fully paid for by a party and the original owner seeks payment or to regain the purchase. Government officials would be held responsible for making sure there is fairness and satisfaction between owners and buying/selling parties.
