domain represents the x-values. the x-values start at 1 and end at 9.  1 is included and 9 is included (otherwise an open dot would be shown).

because as you can see on the graph the line starts at X cordinate 1 and ends at 9. so we can say 1<x<9. then we are going to have to add an equall sign because the line includes 1 and 9. so it will be like this---1 ≤ x ≤ 9.
