Government-sponsored policies and organizations that provide free healthcare and education are called social welfare programs. those programs have the aim to assure that every person in the country has a basic access to basic needs like food, shelter, education, healthcare. Welfare is a word that means "good state", as those should be the policies that a good state should implement in order to make its people thrive.
