A point in the form of (0, number) is the y - intercept. That's because there is movement in the x -direction and the point is plotted on the y -axis. Our number in the ordered pair is the y-intercept - in this case, 10.
Slope intercept form is y = mx + b where m is the slope and b is the y-intercept. We are told the slope is 9 and we found the y-intercept, 10. 9 goes in for m, 10 goes in for b.
Thus the line (in slope intercept form) is y = 9x + 10.
