As a star moves AWAY from Earth (or the distance between ANY light source and ANY observer increases, no matter which one is moving or how fast), the waves measured by the observer are LONGER than the waves actually radiated from the source.
Since the longest visible light waves are the red ones, this lengthening of the observed waves is called "red-shift", even if the waves involved are not visible ones. (choice-A)
