The three branch's of government is how the government makes, enforces, and interprets laws. So it would reflect local, state, and federal levels by "breaking a certain law and you would get punished by a local court, (district) state court, and federal court. Depending on what kind of law you break." Which would be a reflection on the three branches of government.

Local government is the most basic with least powers, whereas the powers and functions of the government keep increasing with increase in jurisdiction.
