Do you think mining companies should be fined if their reclamation efforts do not fully restore ecosystem function?

If so, do you think it's reasonable to continually fine them until the function is restored, which could take centuries? Explain.

If not, how do you think the loss of ecosystem functions should be accounted for in the cost of coal extraction? Explain.
