An aircraft established on final approach has the right-of-way over other aircraft on the ground or in the air, except when two or more aircraft are approaching to land. In this case: (AFI 11-202v3, AETC SUP)
A. the higher aircraft has the right of way
B. the aircraft closest to the ground must break out
C. the aircraft at the lower altitude has the right-of-way but it shall not use this advantage to cut in front of or overtake the other.
D. the most maneuverable aircraft must yield right-of-way
