Consent is required for fixed-price subcontracts that exceed
a. for the DoD, Coast Guard and NSA, the greater of the SAT or 5% of the total estimated cost of the contract
b. for civilian agencies (other than the Coast Guard and NASA) either the SAT or 5% of the total estimated cost of the contract.
c. $13.5 million or both more than the pertinent certified cost or pricing data threshold and more that 10% of the prime contractor's proposed price, unless the contracting officer believes such a submission unnecessary d. a and b
