All of the following are eligibility requirements for guaranteed lenders EXCEPT:
A. They must not be debarred or suspended from participation in government contracts or programs
B. They must have experience in making and servicing agricultural loans
C. They must make at least 5 agricultural loans per year
D. They must be subject to credit examination and supervision
