For 25 years, Hong Kong has been ranked as the most economically free market in the world by the Index of Economic Freedom since the inception of the Index in 1995. In 2020 Singapore overtook Hong Kong after the publisher - Heritage foundation cited "intensifying uncertainties related to security issues" due to the government’s response to the 2019 anti-extradition bill protests. In 2021 Hong Kong was excluded from the listing after the heritage foundation cited its economic policies are "ultimately controlled from Beijing."
