How do negative signs work in fractions?

are -(4/6), -4/6, and 4/-6 all the same? does it matter whether the negative sign is in the numerator or denominator? and also what is the opposite of -(-3/8)? cause ur supposed to change the sign to the opposite which would make it 3/-8? I'm confused pls help ​
